NOTICE INVITING SEALED BIDS
The Canyon Lake Property Owners Association (CLPOA) is inviting you to submit a bid to perform pavement rehabilitation within their private residential community. Bids shall furnish all materials, equipment, tools, labor, and incidentals as required for this in accordance with the specifications and requirements described within this bid package. Prevailing wage is not applicable for this project.
SCOPE OF WORK OVERVIEW
This project located in Canyon Lake, California. The bid package consists of two alternatives, defined as “Alternative A” and “Alternative B”. Below is a summary of each alternative:
Alternative A
- Concrete curb and gutter replacement at select locations;
- Removal (variable depth) of pavement materials;
- Subgrade preparation;
- Constructing AC section (thickness varies, depending on street) on top of the prepared subgrade. The existing pavement grades are to be maintained;
- Applying pavement sealcoat;
- Protecting/adjusting all existing utilities and replacing utilities that may become damaged during construction; and
- Applying traffic striping, curb and pavement markings, and pavement markers to match existing layout and color scheme.
Alternative B
- Concrete curb and gutter replacement at select locations;
- Removal (variable depth) of pavement materials;
- Subgrade preparation;
- Constructing AC section (thickness varies, depending on street) on top of the prepared subgrade. The existing pavement grades are to be maintained;
- Applying pavement sealcoat;
- Performing full-depth reclamation (FDR) with cement-treatment to construct an 8-inch thick cement stabilized pulverized base (CSPB) section. Mill and remove a portion of the existing AC to accommodate the new AC pavement section. The remaining AC materials and subgrade soils are to be pulverized in-place and used as CSPB for the new pavement section;
- Constructing the AC section (in 2 lifts) on top of the CSPB section. The existing pavement grades are to be maintained;
The work to be performed or executed under these specifications consists of furnishing all materials, taxes, insurance, supervision, inspections, permits, equipment, tools, labor, and incidentals as required by the contract documents to construct the above stated project, while meeting all requirements presented within these project specifications as well as the 2021 Edition of the Standard Specifications for Public Works Construction with all current supplements (Greenbook) and County of Riverside Ordinance No. 461 – Road Improvement Standards and Specifications.
INSTRUCTIONS TO BIDDERS
Site Visit
The Contractor shall perform a site visit between now and the final bid due date. Bidders should contact Michel El Sebaaly ([email protected]) at least 48 hours prior to the visit to obtain access permission. Each prospective bidder is responsible for fully acquainting itself with the conditions of the entire Project Site, as well as those relating to the construction and labor of the Project, to fully understand the facilities, difficulties and restrictions which may impact the cost or effort required to complete the Project. Storm, surface, nuisance, or other waters may be encountered at various times during construction of the Project. Federal and State laws require Contractors to appropriately manage such waters pursuant to the requirements of California State Water Resources Control Board, the Federal Clean Water Act, and the California Porter Cologne Water Quality Control Act. By submitting a Bid, each bidder acknowledges that it has investigated the risk arising from such waters, has prepared its Bid accordingly, and assumes any and all risks and liabilities arising therefrom.
