Help Us Meet Quorum
38 Ballots Needed To Make Quorum

Unfortunately, quorum was not met on Wednesday, May 15. 1,162 ballots were returned, and 1,600 were needed to meet quorum. Only 38 ballots are required now to make the reduced quorum of 1,200 on Friday, May 17.

The Adjourned Annual Meeting of the Members is scheduled for Friday, May 17, at 9 a.m. at the Canyon Lake Lodge. Ballots may still be returned at the ballot box at Blue Bird Hall (near Main Gate) by 7 a.m. on Friday, May 17, or dropped off at the Lodge on Friday from 8 a.m. to 9 a.m. The Adjourned Annual Meeting of the Members will stream live online at vm.clpoa.net or on our Facebook Page @CanyonLakePOA.

ELECTION INFORMATION

2024 Board Candidates

Two of the five seats on the Canyon Lake POA Board of Directors are up for election in May 2024. The two-year terms of Bill Van Vleet and Greg Doherty are ending. The governing documents allow Directors to serve a total of two consecutive terms. This year, the only candidates on the ballet are the two incumbents:

1. Greg Doherty
2. Bill Van Vleet

Each candidate's resume of qualifications and goals are posted online at www.clpoa.com/election.

Ballot Measure to Amend Bylaws
Add Bylaw Restriction to
Future Sales of Common Areas

A majority vote to approve this measure at a meeting where a quorum is met would result in the Board being unable to sell common areas without the approval of the Canyon Lake owners. If approved, future common area sales would require a quorum and majority vote in favor at a meeting or election conducted in accordance with California law and Canyon Lake POA governing documents.

Ballot Measure to Amend Bylaws
Board Terms

Efficient operations are significantly hindered by annual changes in the Board. This measure was placed on the ballot as an option to address this issue and add stability to the Canyon Lake POA’s governance. If approved, this Bylaw amendment would establish 4-year terms with a 2-year waiting period for Board members beginning with the 2025 Annual Meeting & Election of Directors. Once aligned, subsequent elections would then occur every two years — fortifying governance tenure, establishing stability within the Canyon Lake POA organization, lessening the presence of election signs, and reducing costs by 50%. The community would only see and experience election campaigning during election years, reducing the visibility of Canyon Lake POA election signs and the frequency of election disruptions by half.

Ballot Measure
IRS Revenue Rule 70-604

The IRS Revenue Tax Ruling 70-604 allows associations to avoid a tax consequence on any inadvertent excess member income that is applied to the following Fiscal Year (FY) assessment when filing a tax return Federal Form 1120. This IRS Ballot Measure is considered an annual industry standard to allow for clear tax filing authorization should the Board decide to apply excess income to the following year’s assessment.

As Fiesta Hopper draws near, we want to share some important information about community access during this exciting season. First, if you are inviting guests into the community, please utilize our e-pass service, which emails your guests their pass. This will expedite their entry into the community and keep the lines moving expediently. Also, please note that service providers are not permitted into the community on Memorial Day Weekend (Saturday, May 25 – Monday, May 27) or 4th of July. Examples of service providers include contractors, delivery drivers (like DoorDash or pizza delivery), furniture deliveries, HVAC services, home cleaning services, landscapers/pool services, plumbing services, ride share apps (like Uber or Lyft). Please note, this does not apply to in-home health care services.

If you have a service provider needing access to the community, please add them as a temporary guest for the day.

Tennis Area Shade Project

Progress continues at the tennis courts, with the contractor grading, pouring wall footings, and installing the retaining wall block. For your safety, we kindly ask that you avoid the construction site. While the courts remain accessible, please be aware that lights on courts 3, 4, 5, and 6 may be temporarily unavailable during certain phases of the project.

Upon completion of the project, two new shade structure pavilions will be unveiled. One pavilion will feature a built-in barbecue at one end, accompanied by six picnic tables beneath the shade canopy, creating an ideal setting for outdoor gatherings. The second pavilion will replace the existing aging structure, offering extended coverage and additional viewing bleachers for tennis matches. Additionally, the project includes the installation of a new ADA ramp, ensuring accessibility for all community members. With an anticipated completion date in early summer, these enhancements will provide improved amenities for residents.

Year 1 Seal Coating Schedule

Please be advised that several of the streets from Year 1 of the Pavement Improvement Project are being seal coated through tomorrow, May 17. Seal coating protects and extends the life of asphalt pavements by applying a protective sealant that helps to prevent oxidation, weather damage, and wear from traffic.

Affected streets will be closed from 7 a.m. to 5 p.m. on their designated days, with temporary street closure and no parking signs posted in the work area 48 hours before work begins. Do not drive or walk on the surface until the barricades are removed, or you may damage the coating of your vehicle. Cost to clean up or reapply slurry will be the homeowner's responsibility. Normal driving on recently slurried streets may cause some tire tracks (especially at the ends of cul-de-sacs) or gouges from turning wheels while your car is not moving. However, these scuff marks do fade over time and, except in severe cases, do not impact the main purpose of the slurry seal.

Temporary street closed/no parking signs will be posted in the work area 48 hours before work begins.

Davis Stirling Act

The Davis Stirling Act, which governs all homeowner associations, requires that the Canyon Lake POA maintain a reserve study and healthy reserve funds. The Canyon Lake POA's boards have done a great job of this in recent years, and the money for many of these projects is already in the bank. The Davis Stirling Act also requires the Canyon Lake POA to maintain all of the common area amenities. This is one of the Canyon Lake POA's primary obligations. All of this helps maintain healthy property values here in Canyon Lake and helps modernize our 55-year-old community.

Event Planning Toolkit

The Canyon Lake POA fosters and promotes celebrations throughout the community. However, as with any organization, we must ensure events held at our facilities follow ordinances set in place by other authoritative agencies, such as the City of Canyon Lake, Riverside County Health Department, and Alcoholic Beverage Control (ABC), to name a few. To help members, clubs, and sponsored organizations navigate through the process of planning an event, we created an online event planning toolkit with step-by-step instructions for planning your event, links to forms, documents, and other agencies, and more!
