ELECTION INFORMATION

2024 Board Candidates

Two of the five seats on the Canyon Lake POA Board of Directors are up for election in May 2024. The two-year terms of Bill Van Vleet and Greg Doherty are ending. The governing documents allow Directors to serve a total of two consecutive terms. This year, the incumbents who are eligible to serve another term are the only candidates who intend to run for the 2024/26 Board of Directors:

1. Greg Doherty
2. Bill Van Vleet

Each candidate's resume of qualifications and goals are posted online at www.clpoa.com/election.

Ballot Measure to Amend Bylaws
Add Bylaw Restriction to
Future Sales of Common Areas

A majority vote to approve this measure at a meeting where a quorum is met would result in the Board being unable to sell common areas without the approval of the Canyon Lake owners. If approved, future common area sales would require a quorum and majority vote in favor at a meeting or election conducted in accordance with California law and Canyon Lake POA governing documents.

Ballot Measure to Amend Bylaws
Board Terms

Efficient operations are significantly hindered by annual changes in the Board. This measure was placed on the ballot as an option to address this issue and add stability to the Canyon Lake POA’s governance. If approved, this Bylaw amendment would establish 4-year terms with a 2-year waiting period for Board members beginning with the 2025 Annual Meeting & Election of Directors. Once aligned, subsequent elections would then occur every two years — fortifying governance tenure, establishing stability within the Canyon Lake POA organization, lessening the presence of election signs, and reducing costs by 50%. The community would only see and experience election campaigning during election years, reducing the visibility of Canyon Lake POA election signs and the frequency of election disruptions by half.

Ballot Measure
IRS Revenue Rule 70-604

The IRS Revenue Tax Ruling 70-604 allows associations to avoid a tax consequence on any inadvertent excess member income that is applied to the following Fiscal Year (FY) assessment when filing a tax return Federal Form 1120. This IRS Ballot Measure is considered an annual industry standard to allow for clear tax filing authorization should the Board decide to apply excess income to the following year’s assessment.

PROJECT UPDATES

Phase 7 Underway!

Phase 7 is well underway and on schedule to be completed by April 5. The roads in Phase 7 are Longhorn Drive (southbound lane after Jump Lagoon to Happy Camp), Appaloosa Court, and Little Pony Drive. Please be advised that after today, March 29, there will be no more closures on Longhorn Drive until Phase 8 begins on April 8

Please note Appaloosa Court, one of our community's steepest streets, is scheduled for work in this phase. We understand that this may pose challenges for residents accessing their homes on foot if they cannot use their vehicles during the work period. To help you plan accordingly, we've outlined the schedule for maintenance on Appaloosa Court; this schedule was revised due to the inclement weather forecast.

Tennis Area Shade Project

Progress is underway at the tennis courts, enhancing our community's recreational space. For your safety, we kindly ask that you avoid the construction site. While the courts remain accessible, please be aware that lights on courts 3, 4, 5, and 6 may be temporarily unavailable during certain phases of the project.

Exciting improvements are on the horizon as we introduce two new shade structure pavilions. One pavilion will boast a built-in barbecue placed at the end of the pavilion and six picnic tables beneath the shade canopy, perfect for enjoying outdoor gatherings. The other pavilion will replace the aging structure, offering extended coverage and additional viewing bleachers for tennis matches. Additionally, a new ADA ramp will ensure accessibility for all members of our community. This project is slated to be completed by early summer.

RSO vs Community Patrol

Canyon Lake is a unique community that has both patrol services (provided by the Canyon Lake POA) and police services (provided by Riverside County Sheriff). In times of safety or security issues, it's crucial to know which authority to contact. The Riverside County Sheriff addresses a range of concerns, including burglary, fraud, lost property, theft, trespassing, vandalism, animal cruelty, and sexual abuse. Whereas the Canyon Lake POA's Community Patrol addresses concerns related to barking dogs, curfew, loitering/solicitation, noise complaints, and vandalism to Canyon Lake POA common areas. Additionally, Marine Patrol provides boat distress assistance, boat inspections, and lake speed enforcement.

Remember always to call or text 9-1-1 if there is a threat to life, imminent violence, or a crime in progress.

Lake Emergency Markers

Have you ever noticed the large letter signs that can be seen on the lake at several of the beaches and parks around the community? These letter signs are actually Emergency Locations Markers (ELMs) with latitude and longitude coordinates attached to them. The letters go from A to O. Residents who have an emergency on the lake can refer to the letter when they call 9-1-1. The Canyon Lake Fire Department references these letters so they can determine your location and provide assistance quicker. We recommend that all boaters have a copy of the Emergency Location Markers Map, which includes the physical address of each letter in the event that dispatch requests the address.

Canyon Lake Camera Program

The Security Advisory Committee, Riverside County Sheriff's Department, and City of Canyon Lake have collaborated to create the Canyon Lake Camera Program. This is an opportunity that allows community residents with surveillance systems to voluntarily add themselves to a list that the Riverside County Sheriff's Department and Canyon Lake POA may refer to if a criminal incident occurred nearby. By signing up for this program, when these criminal incidents occur, the Canyon Lake POA and/or law enforcement may contact you to help solve the crime by requesting to review the video footage your system may have captured.

This program is for Canyon Lake POA members, and members must log in to the website to sign up. Alternatively, email [email protected] to sign up. If emailing, please include your name, address, and tract-lot number.

Event Planning Toolkit

The Canyon Lake POA fosters and promotes celebrations throughout the community. However, as with any organization, we must ensure events held at our facilities follow ordinances set in place by other authoritative agencies, such as the City of Canyon Lake, Riverside County Health Department, and Alcoholic Beverage Control (ABC), to name a few. To help members, clubs, and sponsored organizations navigate through the process of planning an event, we created an online event planning toolkit with step-by-step instructions for planning your event, links to forms, documents, and other agencies, and more!
